Some financial institutions just will not accept anything other than a “legit” phone number. Capital One is one of those institutions. That is why I keep 1 “real” American phone number at a cost of $25/month.
Bank of America wont let you put in an international number in your personal info page.

Interesting topic as I have issues w/this using my dual sim PH phone. My US CU ask if I want OTP via a automated call or text. I’ve used both in past but many issues esp. recently as my locale has poor signal often which is not uncommon here.
