The BI office in Lapu Lapu doesn’t ask for a photo or photocopies of anything. In and out in 15 minutes. It just shows that every BI office operates differently in the Philippines.
NCC mall is one of the cheaper malls, It is where Filipinos shop. Also, sari X2 do too.

Its always wise to have a quantity of passport style photos for use in a situation like this. Albeit, a number of offices etc require a photo not more than 6 months old.
