Nope. Starting a business in the Philippines is a bad idea unfortunately. You will end up losing money.
First of all you need a permanent residence to allow you to live and work in the Philippines
The water filtering business can be good. You have to remember it is different if you live in a city vs the province. I know someone that has a water business in the province and 99% of their customers want it delivered. You will need a small multicab style pickup truck and another helper to assist you each day. The people I know spend a few hours washing and sanitizing the bottles, refilling them, recapping them and putting the heat shrink on top. They load up their truck completely full and then drive around doing their deliveries. Can be lucrative, but also know that in some areas the cost of the water bottle is 20 pesos. If you charge too much they will get it from another company.
The ROC must be 5 years or more. It sounds like a labor of love. No payback to the owner/operator.

We pay 50 pasos here in our condo in Davao city. I would have to put it in my wife’s name. I don’t believe I could have it in mine as an expat. Off the subject if you get a chance try Out of Nowhere restraint on the 3 rd. floor of SM Lalang, Great food and a large variety of food. It is one of my favorite places to eat in Davo City,
